Make the in-app assistant's reach an explicit, server-owned dimension: scope the documentation surface to the current module (plus explicitly cross-cutting user guides), gate application-data tools by a data-access level ("no module → docs only"), keep the CLI profile generic, and seam a future superadmin profile — without changing the security boundary.
