Close Phase 3's exit criterion — *a ticket synchronized in a configurable direction* — by adding project bindings, an enriched capability-call context, a normalized issue shape, an idempotent direction-aware sync service, ticket links, the network-free internal issues driver (reference implementation), and the first external driver (Redmine) behind its conformance gate.
