Search Modes and Strategy Resolution

Make the cost of a search a per-request decision by its caller instead of a global boolean decided at boot. fast is the default and executes Core's own cheap path; balanced adds the query embedding and nothing else; deep buys LLM planning, embedding, reranking and optional retries. Anything that prevents the requested mode degrades to the next cheaper one that works, with a stated reason, rather than failing.
