Pest 5, PHPUnit 13 and the Module Suites Under Analysis

Move the test toolchain to Pest 5 and PHPUnit 13, install pestphp/pest-plugin-phpstan, and put the eight module test suites back under static analysis, with the PHPStan baseline regenerated against the new surface.
